Photo metadata redux...

There's a tip about adding keywords to photos via Preview here: http://www.apple.com/pro/tips/keywords.html
The metadata information so added does not show up on the Finder Get Info 'Spotlight comments'. strings(1) on the file reveals that the information is actually within the jpg file. Graphic Converter does not show this in its information about the photo (e.g. EXIF, etc) when I open the file.
So does anyone know where/how photo metadata is actually stored by OS X? My previous speculation was that it was done by iPhoto (only) via associated files/databases. But using Preview and then strings reveals the data is actually inside the file.
What I'd really like to have is a batch-updater for photo metadata, where I could select large numbers of photos and assign metadata to each of them (For example: add "Italy 2005" to all 300 of my photos from that vacation...)
