Can anyone provide any concrete answers to the question: what does
that mean to people who live in "x"? (In my case, "x" is Maine, but a
generic answer that lets us all sort this out would be great.)

With regard to AT&T, their coverage map details "3G" areas:

For me (Port Ludlow, WA) it means nothing unless I cross the mighty

June out in the unexplored wilds of the Olympic Peninsula.

In this case, "X" = "Out of Luck"

According to AT&T's own map, much of Maine is covered by partnership
agreements, so I don't think they'll be upgrading to 3G very soon.
