In the 'olden days', you could use them to get a discounted price
when upgrading to the next version of the software (e.g. using the
coupons from Mac OS 8 to get a cheaper price for Mac OS 8.5), or when
they released a free update that could only be obtained on CD (e.g. I
recall sending in a coupon from Mac OS 8.5 to get the 8.6 updater on
CD -- or was that 7.6?).
As far as I know they haven't actually used the coupons for several
years, but I suppose they still include them in case they come up
with a situation where they'd be handy...

Re: Apple "Proof of Purchase Coupons"
I used one of those coupons to get OS X 10.1 (I think) - the deal was that the software was free if you had recently bought a Mac, and took the coupon to any Mac dealer.

"Ever" is a long time, and there was a time when the coupons had
considerable value (I even managed to use up one entire set, but
didn't "run out" since nothing else was offered from that set).
As far as I can tell, Apple ships those out of corporate habit, but I
carefully save them in case they suddenly mean something again.
Those years started with "19".

Some time ago (2 years?) I discovered a use: I wanted to purchase an
upgrade of some kind, learned I needed one of those "proof …"
coupons, and, luckily, I'd saved them and actually found them and
actually used one.
ADVICE: Save it in a KNOWN place for possible future use.

When I availed myself of Apple's Tiger Media Exchange program to
obtain Mac OS X v10.4 on CDs instead of a DVD (my aging eMac doesn't
accept DVDs and Tiger CDs are not sold by retailers), I had to send
Apple both the DVD and an original software proof-of-purchase coupon.
I'm not sure why both were required, but if that qualifies as a
purpose, the answer to your question is "Yes".

I used one once to order an OS update on CD from Apple. It might have been
10.1, I can't remember. I think that's their intended purpose, but I haven't
seen anything recently that says "you must send us one of your coupons", and
as I said, I've used only one in the last six years.
